Current Regents

The Board of Regents was created to help all of Utah’s students reach their goals through higher education.

Each voting member of the State Board of Regents is appointed by the Governor to serve a six-year term, with the exception of the student Regent, who serves a one-year term. In addition,  two members of the State Board of Education are appointed by its chair to serve as non-voting members of the State Board of Regents without a set term.

Jed H. Pitcher (Term ends June 30, 2009)

Jed H. Pitcher, Salt Lake City, was elected Chair in June 2006. He was appointed to the board in 2001. He is the former president and COO of the Regence Group and current Chairman of the Board of Regence Blue Cross Blue Shield of Utah. He is a graduate of Utah State University and served as chair of the Utah State University Board of Trustees from 1995-1999. He serves on several local corporate boards and is very active in community affairs.

Bonnie Jean Beesley (Term ends June 30, 2009)

Bonnie Jean Beesley, Salt Lake City, was appointed to the board in 2003. She served on the Salt Lake Community College Board of Trustees for seven years, including five years as its chair. She is active in business and community organizations and boards of directors, including Heritage Bank and the Utah Symphony and Opera.

Jerry C. Atkin (Term ends June 30, 2011)

Jerry C. Atkin, St. George, was appointed to the board in 1999. He is chairman, president and CEO of SkyWest, Inc. and its subsidiary companies. He serves on the board of directors for Zions Bancorporation.

Janet A. Cannon (No set term) – non-voting member

Janet A. Cannon, Salt Lake City, was appointed to the board in 2005. She is a member of the State Board of Education and has been its Vice Chair since 2000. She is actively involved with many educational and community organizations, including the National State Boards of Education and the Utah College of Applied Technology Board of Trustees. She is a graduate of the University of Utah, where she earned B.A. and M.A. Degrees in Speech Pathology.

Rosanita Cespedes Download Photo  

Rosanita Cespedes (Term ends June 30, 2011)

Rosanita Cespedes, Salt Lake City, was appointed to the board in 2005. She is the Director of the Sorenson Multicultural Center, an entity of the Salt Lake City Department of Public Services. She previously worked as the Director of the Diagnostic Center for the Utah Department of Corrections. She was also Director of the Center for Ethnic Student Affairs at the University of Utah, where she also was Assistant to the Associate Vice President for Academic Affairs and a Clinical Assistant Professor in the Department of Educational Psychology. She received a Ph.D. in Counseling Psychology, M.S. Degrees in Rehabilitation and Community Counseling and Human Resource Management/Personnel, and a B.S. in Psychology from the University of Utah.

Amy Engh

Amy Engh, Orem was appointed to the Board as Student Regent for the 2007-2008 academic year. She is a senior finance major at Utah Valley State College and plans to graduate in 2008. Amy has been involved in student government for several years at both SUU and UVSC. She most recently served as the Student Body Vice President of Academics at Utah Valley State College.

Katharine B. Garff (Term ends June 30, 2009)

Katharine B. Garff, Bountiful, was appointed to the board in 2004. She is actively involved with many educational and community boards and committees, presently serving on the University of Utah’s National Advisory Council and the Utah Shakespearean Festival Board of Governors. She is a former chair of the University of Utah President’s Club and is past chair of the Utah State Board of Education. She is a graduate of the University of Utah with a B.S. in Education.

Patti Harrington (Term Ends June 30, 2013)

Patti Harrington, Orem, was appointed to the board in 2007. She has served as the State Superintendent of Public Instruction since 2004. Patti has been an elementary and high school principal and was Superintendent of the Provo School District prior to her state appointment. She received a B.A. in Journalism and an M.Ed. in Educational Administration at Brigham Young University, and an Ed.D. in Educational/Business Leadership at the University of Utah.

Greg W. Haws (No set term) – non-voting member

Greg W. Haws, Hooper, was appointed to the Board of Regents in 2006. He is a certified public accountant and president of Haws Development Corp. He is a member of the State Board of Education and is the former auditor-clerk-treasurer of Weber County . He is a graduate of Weber State University where he is an adjunct professor of accounting. He is a member of the Board of the Weber School District Foundation and formerly was a member of the Board of Directors of the Utah Transit Authority. He is active in the community and also serves on corporate and public boards and committees.

Meghan Holbrook (Term ends June 30, 2009)

Meghan Holbrook, Salt Lake City, was appointed to the board in 2004. She is employed by Zions Bank in the Office of the President. She is chair of the Utah Air Travel Commission and a member of the State Transportation Commission.. She chaired the Utah Democratic Party from 1997-2003 and represented western states on the executive committee of the Democratic National Committee. She also represented Utah on the President’s Advisory Committee on the Arts at the John F. Kennedy Center in Washington, D.C. from 1995 to 2001.

James S. Jardine (Term ends June 30, 2011)

James S. Jardine, Salt Lake City, was appointed to the board in 1999. He is an attorney and managing partner with the firm of Ray, Quinney & Nebeker. He served on the University of Utah Board of Trustees from 1987 to 1999 and as its chair from 1989-1999. He was outside general counsel for the Salt Lake Organizing Committee (SLOC) for the 2002 Olympic Winter Games, and is very active in community affairs.

David J. Jordan (Term ends June 30, 2009)

David J. Jordan, Bountiful, was appointed to the board in 1997. He is a partner with Stoel Rives LLP, where he specializes in commercial litigation. He is the former U. S. Attorney for the District of Utah, and has served as vice chair of the U. S. Attorney General’s Advisory Committee. Prior to his appointment to the Board of Regents, he served as Chair of the Southern Utah University Board of Trustees.

Nolan E. Karras (Term ends June 30, 2011)

Nolan E. Karras, Roy, was appointed to the Board in 2001 and served as Chair from May 2002 through June 2006. He is the CEO and President of SK Hart Management, LC, and is a licensed Certified Public Accountant. He was employed for 23 years as president of The Karras Company, an Investment Advisor firm in Roy, Utah. Nolan served five terms in the Utah House of Representatives, including two years as Speaker; five years as Chair of the State Building Board; and seven years on the Board of Trustees and Management Committee for the 2002 Olympic Winter Games. He holds a B.S. degree, cum laude, from Weber State University, an M.B.A. from the University of Utah, and honorary degrees from Dixie and CEU. He is active in the community, serving on a number of public and privately held boards of directors.

Anthony W. Morgan (Term ends June 30, 2013)

Anthony W. Morgan, Salt Lake City, was appointed to the board in 2007. Tony is Professor Emeritus of Educational Leadership and Policy and Vice President Emeritus of Budget and Planning at the University of Utah and holds a Ph.D. from the University of California at Berkeley. He is an international consultant for the World Bank and other agencies in higher education finance, planning and policy, and has served on various boards, including the Huntsman Cancer Foundation.

Josh M. Reid (Term ends June 30, 2009)

Josh M. Reid, Cottonwood Heights, was appointed to the board in 2005. He is an enviornmental attorney with the law firm of Parsons Behle & Latimer. He is active in community affairs and currently serves on the Utah Appellate Court Nominating Commission. He formerly worked as a Teaching Fellow at Yale University, where he taught environmental studies.

Sara V. Sinclair (Term ends June 30, 2013)

Sara V. Sinclair, Logan, was appointed to the board in 2001. She is a licensed registered nurse and a certified health facility administrator and is an adjunct instructor in the University of Utah College of Nursing. Until recently, Sara served as the Chief Executive Officer of the Sunshine Terrace Foundation. In addition, she serves on the Logan Regional Hospital Board of Trustees and co-chairs the Cache County Health Council. She formerly served on the Utah State University Board of Trustees.

Marlon O. Snow (Term ends June 30, 2013)

Marlon O. Snow, Orem, was appointed to the board in 2001. He is a co-owner of MST Trucking, Inc. He served as Chair of the Utah State Board of Education and chair of the SBE-SBR Joint Liaison Committee. He is a former member of the Utah House of Representatives. In addition, he is a member of the Utah Valley State College Foundation Board of Directors and of the Alpine School District Foundation Board.

John H. Zenger (Term ends June 30, 2011)

John H. Zenger, MIdway ,was appointed to the board in 2007. He is the co-founder of Zenger | Folkman, a consulting firm that develops leaders and improves institutional effectiveness. He served as a trustee of UVSC from 1997 to 2003 and as its chair from 2003 to 2005. He serves on the boards of several private firms, charitable organizations and community foundations. He received a doctorate in business administration from USC.
